About the Company

The HTRA DeliverFund Targeting Analyst will be responsible for performing in-depth analysis of complex and significant local and statewide human trafficking issues for key law enforcement agencies and partners within the Human Trafficking Rescue Alliance (HTRA). This role requires knowledge of full-spectrum intelligence operations, and successful candidates should be familiar with intelligence collection and organization. The ideal candidate must develop and produce a broad range of finished intelligence products and tactical leads in support of HTRA law enforcement agencies and partners. The candidate must remain open-minded, change opinions based on new information and requirements, support group decisions, and receive direct feedback from DeliverFund team members and HTRA partners. This position is charged with working effectively both independently and in a team or collaborative environment and managing and maintaining relationships with HTRA law enforcement partners while also providing the highest standards of intelligence products.

Responsibilities

• Liaise with HTRA partners to fulfill intelligence requirements in support of tactical operations.
• Prepare and provide monthly Human Trafficking targets and reporting in support of strategic DeliverFund and HTRA initiatives.
• Collaborate cross-functionally with HTRA law enforcement personnel and agencies.
• Provide expert guidance to aid in the planning, analyzing, and applying a full range of intelligence software tools and approaches to provide HTRA comprehensive support.
• Prepare and present written and oral briefings to HTRA law enforcement partners on significant intelligence issues and software platforms.
• Maintain productive working relationships with colleagues, experts, and law enforcement agencies as appropriate and use these relationships to share information of interest.
• Attend internal and external training, seminars, or conferences on broad or more strategic Human Trafficking subjects.
• Actively participate in DeliverFund’s training and donor development process in conjunction with other DeliverFund staff.
• Build and leverage diverse collaborative networks within HTRA and across Texas.
• Develop and continually expand personal knowledge in Human Trafficking.
• Travel to support operations, provide briefings, training, and other initiatives as required up to ~25%
• Report to HTRA leadership for intelligence requirements and strategy.
• Report to Sr. Analyst for the Texas Region.

Requirements

• Willingness to learn whatever skill is needed to be successful.
• Conflict resolution skills and the ability to work effectively with people from non-military/operational backgrounds. This is an essential skill as DeliverFund has a diverse staff.
• Ability to complete in-depth training on the targeting process and apply it to human trafficking and modify it for customers based on external restrictions.
• Commitment to the DeliverFund mission and the eradication of slavery.
• Learning and understanding new technologies is essential.
• Proven experience leading and facilitating a collaborative team environment.
• Law Enforcement experience is desirable though not required.
• Excellent organizational and leadership abilities.
• Outstanding communication skills.
• In-depth knowledge of diverse business functions and principles.
• In-depth knowledge of target-centric intelligence analysis and performance metrics and how to apply it to various situations.
• Active or expired TS or greater security clearance is also desired, though not required.
